Over 950,000 Singaporean households living in HDB flats can look forward to some financial relief in October. They will be receiving rebates on both their U-Save (utility bills) and Service & Conservancy Charges (S&CC) as part of the government’s financial support program.

This initiative is designed to ease the burden of the recent rise in Goods and Services Tax (GST) and living expenses, particularly for lower and middle-income households. The rebates are distributed quarterly, and October marks the third disbursement for the 2024 financial year.
This year offers a special boost! As announced in Budget 2024, there’s an additional U-Save to help manage the rise in utility costs.
Depending on your HDB flat type, you can receive up to S$190 in October. Eligible households will get 2.5 times the regular U-Save amount, which can add up to S$950 for FY2024. This translates to covering around 8 months of utility bills for those living in 1- and 2-room flats, and about 4 months for 3- and 4-room flats.
All government payouts 2024-2026: How much you’ll get & when
On top of the U-Save, households will also receive up to 1 month of S&CC rebates in October. Altogether, this represents a total of up to 4 months of S&CC rebates for FY2024. Specific details on the S&CC rebate amounts are available in the table below.
The good news is, you don’t have to do anything to claim these rebates! The U-Save will be automatically credited to your SP Services utilities account. The S&CC rebates will be reflected in your S&CC account managed by your Town Council.
