Raffles City is one of Singapore’s most central malls. Conveniently linked to City Hall MRT, this bustling shopping centre is frequented by folks from all walks of life: white-collar workers in nearby offices, tourists on city walks, families on weekend shopping sprees and even millennials looking to grab quick bites before heading to the nearby museums.
It’s home to more than 200 shops, half of which are eateries to curb any craving. From Michelin-recognised restaurants and stalls to casual eateries, Raffles City has it all. Here are 12 best food spots in Raffles City that’ll cater to every budget.
1. PS.Cafe (#03-37)

I’m starting off this list with one of my favourite cafes: PS.Cafe. Located on the breezy 3rd level of Raffles City, it takes on a floating double-story greenhouse effect, creating the illusion of an idyllic retreat within the busy city district.
Whether you’re looking for a quick pit-stop whilst shopping, or simply looking to treat yourself after a long week at work, its plethora of delicious mains and sinful desserts will definitely hit the spot.

A must-get whenever you’re at PS.Cafe is the PS. Truffle Fries (S$12 Half, S$18 Full), featuring crispy shoestring fries coated in fragrant truffle oil and a heap of parmesan shavings. If you’re craving a classic with a twist, the PS. Burger (S$32) has you covered with its premium Angus patty, gooey cheddar and crispy bacon.
Another main I always go for is the Miso Black Cod (S$43) served with cha soba, air-flown greens, cherry tomatoes, Japanese cucumber and edamame with a wafu dressing. 2 dishes that are exclusive to the Raffles City outlet are worth ordering, too: Buttermilk Fried Chicken (S$27) and Red Pesto Rigatoni (S$28).
Be sure to save room for dessert. PS.Cafe’s Sticky Date Pudding (S$15) is one of my personal favourites, and I always make it a point to order one whenever I’m here. Other sweet tooth-approved desserts you can give a whirl include the Double Chocolate Blackout Cake (S$18) and Florida Key Lime Pie (S$15).

2. The Food Place (#03-15 to 17)

On a budget? Feast your heart out at The Food Place, Raffles City’s resident food court. This freshly renovated space comes with a colourful array of 20 stalls offering all sorts of food at wallet-friendly price points — including household names and Michelin-recognised establishments.
It’s a popular lunch spot for the CBD crowd, so be sure to come armed with tissue packets and umbrellas to chope your table!

Among its star-studded lineup is Ju Xing Fish, an express concept by Michelin Bib-awarded Ju Xing Home that serves up delicious sauerkraut fish enjoyed by stars like Jay Chou, Alan Tam and Bosco Wong.
Needless to say, the Signature Sauerkraut Fish is a must-order. Featuring a lightly spicy, tangy soup that tingles your tastebuds and fresh, meaty slices of Crunchy Grass Carp (S$13.80) or Sea Bass (S$11.80), this is one addictive dish.

Another renowned name to look out for is Mon Kee Cafe, which specialises in comforting cha chaan teng-style dishes. A favourite is the Char Siew Scrambled Egg Rice with Homemade Sweet Sauce (S$8.50), which sees rice in the embrace of fluffy scrambled eggs, thick slices of sweet char siew and lip-smacking drizzle of their sweet-savoury sauce.
You might also be familiar with Smash by BurgerLabo, known and loved for its sinfully good smash burgers. Their Smash Burger (S$12.80) is a no-brainer for a satisfying meal, starring 2 juicy beef patties sandwiched between golden buns with a moreish sauce.

3. Omoté (#B1-44C)

Once an unassuming 12-seater sushi joint in Thomson Plaza, homegrown crowd-favourite Omoté grew to fame thanks to its amazing bara chirashi bowls. Most long-standing fans should be familiar with its legendary queues, which unfortunately seems to be the status quo even at its second home in Raffles City.

Its second outlet at Raffles City sports a more concise menu, featuring its best-selling bowls, as well as a range of sharing plates and outlet-exclusive items.
Though its chirashi dons aren’t “cheap” per se, you’re definitely getting quality sashimi with each bowl. Don’t skip their chirashi dons, such as the Tamago Mentai Chirashi (S$21.80) or Truffle Roasted Garlic Chirashi (S$23.80), or go for other favourites like the Spicy Yakiniku Don (S$19.80) or Unagi Kabayaki Don (S$25.80).
As for snacks and sharing plates, you can try the Hiratake Yaki Shrooms (S$9.80), which comes with king oyster mushrooms, cherry roma and fresh leek, or the Black Truffle Tako Karaage (S$19.80), which features triple fried octopus topped with white truffle cream and black truffle shavings.

4. Spicy Noodle 销魂面铺 (#B1-38)

Hankering for a slurpin’ good time? Look no further than Spicy Noodle 销魂面铺. This famed restaurant boasts 18 outlets across Taiwan, with its Raffles City offshoot being the one and only overseas outpost.
Its name, 销魂 (xiao hun), translates to “selling one’s soul”. Aptly so, as Singaporeans have been quick to fall in love with their soul-stirring noodles. Don’t believe me? Let its queues do the talking.

Spicy Noodle holds its roots dear, with its handmade Xiao Hun noodles, master chilli sauce, noodle sauce and chilli oil flown in directly from the motherland.
Take your pick between the Mild Beef Soup Set (from S$18.80) or the Spicy Beef Soup Set (from S$18.80), each of which includes the noodles, braised tau pok, soft-boiled egg and a rich bowl of beef broth packed with meat and vegetables.
While you can’t go wrong with either soup, we must say the Mild variation took us by surprise. Simmered with pure beef bones over 6 hours, it has a robust yet clean profile that’s easy on even ardent spice lovers’ palates.
Equally impressive are the noodles, which effortlessly epitomise the words “springy and QQ”. And don’t forget to add a dash of Spicy Noodle’s signature Soul Chilli Oil — sparingly, though. Stir-fried by hand for a whopping 8 hours, this fiery elixir has been dubbed “the Hermès of chilli oil”. A drop or two is all it takes to kick the whole bowl up several notches.

5. Gyukatsu Kyoto Katsugyu (#B1-63/64)

If you’ve ever drooled over one too many Instagram stories of sizzling gyukatsu in Japan, save that plane ticket and get it right at Gyukatsu Kyoto Katsugyu. This Kyoto-born brand found its way to our shores in 2024, adding to an arsenal of 60 outlets in Japan and nearly 20 more worldwide.

In case you’re not already familiar, gyukatsu is a Japanese dish of beef cutlet that’s breaded with panko, deep-fried until golden and typically served rare inside. Part of the fun is searing the meat to your preferred doneness on a small tabletop hot stone, then customising each bite with seasonings of your choice.
Gyukatsu Kyoto Katsugyu offers 5 indulgent cuts: Sirloin (from S$25), Tenderloin (from S$32), Chuck Tail Flap (from S$32), Tongue (from S$37) and the crown jewel — A5 Miyazaki Wagyu Beef Sirloin (from S$55). The Wagyu, naturally, steals the spotlight with its melt-in-your-mouth tenderness enveloped in an impeccable crunch.
Each set meal comes with a generous tray of sides for a wholesome meal: fluffy rice, onsen egg, miso soup and a trio of condiments — dashi soy sauce, sansho pepper salt and their signature gyukatsu sauce — to elevate the cutlet however you like.

6. Zok Noodle House (#B1-76)

Here’s another for my fellow noodle lovers: Zok Noodle House. Here, you’ll find slurp-worthy wanton noodles alongside a wide variety of Hong Kong-style noodles and fare. True to its name “Zok” (足料), which translates to “sufficient ingredients”, it ensures you’ll leave with anything but an empty stomach.

Now, get this: in 2025, they snagged a spot in Malaysia’s Book of Records for selling over a million handmade wantons in a single year. It’s easy to see why too; these morsels are plump and silky, stuffed with a tasty pork-prawn filling in a perfectly calibrated 8:2 ratio. Order them with springy, dark sauce-coated noodles in the Fresh Prawn Wanton Noodles (S$10.90) and you’ll see what the fuss is about.
Spice fiends will want to dig into the Zok Noodle House Curry Noodles (S$13.90). Its aromatic broth wields a satisfying kick, brimming with a medley of tau kee, tau pok, long beans, more wantons and nicely caramelised char siew slices. If you’re after something lighter, the peppery Spicy Soup Pork Noodles (S$12.90) is another strong contender.

7. Tiong Bahru Bakery Diner (#B1-11)

Those familiar with Tiong Bahru Bakery will know this beloved homegrown bakery for its wonderful pastries (especially its kouign amann). But did you know that there are outlet-exclusive menus, with certain locations doubling as diners? Their Raffles City outlet is exactly that, with cafe-standard brunch dishes round the clock.
Think sandwiches, burgers, pasta, eggs, pancakes and waffles… it offers the full works.

You can expect to dig into brunch classics like the TBB Big Breakfast (S$26) with your choice of eggs, pork sausage, sourdough toast and other fixings, as well as fluffy Savoury Pancakes (S$22) topped with crisp bacon, sunny-side egg and maple syrup.
My personal favourite dish has got to be the Breakfast Croffle (S$23), which is made with Tiong Bahru Bakery’s signature croissant dough and topped with goodies like sunny-side-up egg, bacon, maple syrup, portobello mushroom and a creamy herb ranch sauce.

8. XW Western Grill (#B1-44B)

Offering the most bang for your buck is XW Western Grill, a casual Western restaurant located in the basement of Raffles City that offers an all-you-can-eat salad bar.
This means that every main course will entitle you to unlimited servings of hot and cold sides, such as French Fries, Mac & Cheese, Potato Salad, Baked Potato, Corn on the Cob, Aglio Olio Spaghetti, Butter Rice, Coleslaw, Sweet Potato Fries and more!

Its main dishes are priced relatively affordable too, with most items averaging out to be around S$15 to S$18. Apart from the standard Western offerings, W Western Grill also offers unique gravies to accompany your meats, such as Chargrilled Chicken with Tom Yum Sauce (S$14.90), Fried Chicken with Korean Spicy Sauce (S$15.90) and Chargrilled Ribeye with Black Pepper Sauce (S$24.90).
For those with huge appetites, try XW’s super combos, which pair two meats together! Examples of these include the Chargrilled Chicken & Fish (S$19.90), Chargrilled Chicken & Tiger Prawn (S$24.90) and even surf-and-turf staple Chargrilled Sirloin Steak & King Prawn (S$31.90).

9. Tenjin (#B1-46)

Though I’ve been to Raffles City more times than I can count, it took me a couple of tries to locate unassuming Tenjin. It doesn’t have much of a storefront, with its entrance demarcated simply by a piece of noren (traditional Japanese fabric dividers).
It’s located at the basement of Raffles City, and can be found right behind Tarte by Cheryl Koh.

Tenjin is a smart-casual Japanese restaurant that serves up loaded bowls of tempura donburi. Pick from 6 types of tendon, ranging from the ever-favourite Inaniwa Udon Set (S$27.80) which comes with hot or cold udon and assorted tempura, or single-bowl tendon sets like Premium Set (S$26.80), Prawn Set (S$19.80) or Vegetable Set (S$13.80).
You can also top it up with additional sides and toppings, such as Truffle Chawanmushi (S$6), Anago (S$8 for 2 pieces) and Ebi (S$7 for 2 pieces).

10. Milkfish (#B1-44F)

Taking over the fish soup community by storm is Milkfish, a popular homegrown eatery specialising in slow-cooked seafood soup. Its soup is prepared lovingly without MSG, preservatives or dairy, thus ensuring that whatever sweetness you taste in the soup is truly natural.
How is it so milky then? Well, it’s because of the many hours of brewing fish, pork bones and chicken. After a laborious process which includes boiling, skimming and reducing, the broth is distilled into a creamy consistency, eliminating any need to add milk at all.

Milkfish’s menu is split into 3 main sections: Soup only, Sets, and Combo sets. If you’re dining alone and want something to fill you up, go for the Signature Soup Set which comes with Milkfish’s signature fish soup, your choice of rice or noodles, 2 side dishes and a drink.
Those dining in a group can consider its Combo Sets, such as the Combo for 2 (from S$48). This all-encompassing option comes with two signature soups, grilled whole milkfish belly, oriental salad, deep-fried prawn rolls, marinated chilled tomatoes, and your choice of rice or noodles.

11. IPPUDO (#B1-61/62)

IPPUDO is possibly the most well-known ramen chain in Singapore. It was started in Fukuoka in 1985, and first came to Singapore in 2009. Currently, IPPUDO has a whopping 16 dine-in outlets in Singapore, including the one at the basement of Raffles City.

Come to IPPUDO solely for its Shiromaru Motoaji Special (S$24.50), which features IPPUDO’s original creamy tonkotsu broth served with a full range of ingredients like thin noodles, pork belly chashu, marinated half boiled egg, black fungus, spring onions and seaweed.
If you prefer stronger flavours, try IPPUDO’s Spicy Black Special (S$24.95). This creation, specially concocted for the Singapore outlets, features home-made minced pork curry miso paste, which adds a spicy kick when mixed into IPPUDO’s signature tonkotsu broth.
The restaurant is also well-known for serving seasonal ramen and lunch specials (and updating prices), so be sure to have a thorough look at its menus before ordering!

12. Cafe & Meal MUJI (#02-20 to 22)

Giving a whole new meaning to “take a shopping break” is Cafe & Meal MUJI. This cafe is literally housed within the cosy lifestyle goods store, which is located on the 2nd floor of Raffles City.

Here, ordering is pretty similar to how we would do at caifan shops — there’s a long display of hot and cold dishes to pick from. The difference here is that most of the items are based on recipes from Japan, such as Sakura Chicken with Curry Miso and Dried Chilli, Kohi Pork and King Oyster Mushroom and Pasta & Mushroom Salad with Truffle Ranch Dressing.

Start off by picking your choice of set. This could be the 2 Deli Set (S$16.80), which comes 1 Hot Deli + 1 Cold Deli + Onsen Egg or Hijiki + 16 Grain Rice or White Rice or Pair of Bread + Miso Soup or Cumin Carrot Soup. If you’re up for a heavier meal, the 3 Deli Set includes an additional Cold Deli.
To end off on a sweet note, go for the Galaxie Chocolate, Strawberry & Cream Cheese Frosting Éclair (S$9.90) or the Matcha Yuzu Opera (S$9.90). My personal favourite is the Sweet Purple Potato and Chestnut Roll (S$10.90) — a dreamy cake roll filled with sweet, velvety yam filling. Absolutely divine!
